To help government workers recover from work-related stress that may lead to mental instability, the Civil Service Commission (CSC) approved the grant of a maximum of five days of Wellness Leave (WL) for all eligible government employees.
Based on CSC Resolution No. 2501292, which aligns with the provisions of Joint Administrative Order No. 2023-000 issued by the Department of Labor and Employment (DOLE) and the Department of Health (DOH), the CSC recognized that mental health must be prioritized, as it directly affects the effectiveness of employees.
The CSC also cited the results of the recent 2025 Global Workplace Report, which revealed that Filipino workers ranked second in Southeast Asia in terms of high stress levels.
“The Wellness Leave is a proactive response to the realities faced by our workforce today. By giving employees the space to rest, recover, and care for themselves, we reinforce a public service environment that is compassionate, resilient, and more responsive to the needs of the Filipino people,” CSC Chairperson Marilyn Barua-Yap said.
According to the CSC, guidelines for the approval of WL are as follows:
- May be availed for a maximum of three consecutive days or on separate days to reach the allowed number of days.
- Wellness Leave is non-commutable, non-cumulative, and forfeited if not used within a calendar year.
- Allowable purposes of WL include mental health care, physical wellness routines, or simply taking a general break from stressful work.
- WL is distinct from other available leaves, such as vacation and sick leave.
- Filing for WL follows the same process as other government leaves and must generally be submitted at least five days before the intended date of availment. For emergency cases, the application can be submitted upon returning to work.
- Confidentiality must be strictly observed to protect the privacy of employees who wish to avail of WL.
